Minutes of Regular Meeting
May 6, 2014
The Board of Directors of the Kittitas Reclamation District met in Regular Session May 6, 2014. Directors in attendance were Chairman Larry Bland, Vice Chairman Ed Wakkuri, Paul Weaver, Urban Eberhart and Fred Schnebly. Also in attendance were Kevin Eslinger, Barbara Pettit, Ken Hasbrouck, Roger Satnik, Kathleen Satnik, Janeice Jump, David Child and legal Counsel Jeff Slothower.
The Agenda was approved as presented with the addition of Executive Session with a motion from Ed Wakkuri and seconded by Paul Weaver. The motion passed unanimously.
Deviating from the Agenda David Child, Yakima River Basin Joint Board Fish Biologist presented updated information on fish in the Yakima River Basin.
Returning to the agenda, the minutes of the April 8, 2014 meeting were approved with a motion from Ed Wakkuri and seconded by Paul Weaver. The motion passed unanimously.
Moving to water update Ken Hasbrouck distributed a system status report explaining the 2014 projection for KRD to receive 100% allotment continues.
Kevin Eslinger presented a maintenance update explaining the SB 13.8 and SB 13.6 turnouts are in use and a fence surrounding the headworks will be completed today. Kevin Eslinger apprised the Board SB 13.6 is delivering water to KRD customers. Kevin continued explaining the spring maintenance project and priming of the laterals went smoothly. Ken apprised the Board Terry Clark was hired from the small works roster for snow removal and lateral cleaning explaining his bid of $5,632.20 was comparable and he is familiar with the area and project.
Moving to KCWP Kathleen Satnik apprised the Board water quality is looking good with the exception of Keech Ditch. Discussion followed regarding addressing the problem within the current policy.
Urban Eberhart presented updated information on the Integrated Plan.
Legal Counsel Jeff Slothower requested Taylor Bridge Fire Update be moved the Executive Session.
Moving to New Business Barbara Pettit presented the 2013 Annual Report Draft including Comparative Financial Statements, MD&A, Notes to Financial Statements and Supplemental Schedules for review and requested comments be submitted no later than May 23, 2014 to allow for timely reporting by the May 30, 2014 deadline.
Moving to Other Business Barbara Pettit presented data of the balance for collections through April 30th and apprised the Board that the Credit/Debit card process is working well. Ken Hasbrouck presented the insurance renewal information from Mitchell Reed with the consensus KRD continue coverage with Mitchell Reed. Ken Hasbrouck presented information on a1988 dump truck for $12,500.00 and requested authorization to continue negotiations for purchasing the dump truck. Discussion followed with the consensus Ken Hasbrouck be authorized to continue negotiations for purchasing the1988 dump truck. Ken Hasbrouck apprised the Board that Russ Tresedder will be retiring June 30, 2014.
With a motion from Ed Wakkuri and seconded by Fred Schnebly the Board moved to Executive Session at 2:06 p.m. for 30 minutes to discuss pending litigation and water rights. The motion passed unanimously. Chairman Larry Bland announced a 20 minute extension at 2:36 p.m. The Board returned to Regular Session at 2:56 p.m. with a motion from Ed Wakkuri and seconded by Paul Weaver. The motion passed unanimously.
A motion from Paul Weaver and seconded by Fred Schnebly authorized CH2MHILL
to prepare a preliminary engineering study and cost estimate for rehab of the
Yakima River Siphon. The motion passed unanimously.

The Summary Vouchers for April, 2014 expenses vouchers #38046-38143 & 9900437-9900446 the sum of $303,349.09 were approved with a motion from Ed Wakkuri and seconded by Fred Schnebly. The motion passed unanimously.
The Directors monthly payroll vouchers were presented for signatures and checks distributed accordingly.
All Business having been concluded the meeting adjourned.
