Kittitas Reclamation District Board of Directors Meeting
February 7, 2017 Minutes
The Board of Directors of the Kittitas Reclamation District met in Regular Session at 10:00 a.m. on February 7, 2017. Attending the meeting were Division One Director and Chairman Mark Hansen, Division Four Director and Vice Chairman Larry Bland, Division Three Director Fred Schnebly, Division Five Director Paul Weaver and Secretary Manager Urban Eberhart, Legal Counsel Jeff Slothower, Assistant Manager Kevin Eslinger, Office Manager & Treasurer Barbara Pettit, Lands Clerk & RRA Specialist Keli Bender, and GIS IT & Water Quality Specialist Roger Satnik.
The Agenda was approved with the addition of Executive Session for reasons consistent with RCW 42.30.110(1)(i):(i) through a motion made by Director Schnebly and a second made by Director Bland. The motion passed.
The minutes of the January 10, 2017 meeting were approved with a motion made by Director Bland and the second made by Director Weaver. The motion passed.
Under Water Update, Mr. Eberhart presented information from the USBR with Snotel sites recording 82% at the Lower Basin sites and 97% at the Upper Basin sites.
On the agenda item Maintenance Update, Mr. Eslinger reported that employees are still working on the tree and brush removal project in the right of way of the Main Branch Canal near Filbert Road. He also reported that the equipment maintenance activities and improvements to the shop area are proceeding.
There were no public comments presented under that Agenda item.
The Secretary Managerís Activity Report covered meetings that occurred during the month of January 2017. Updated information was presented on the Yakima Basin Integrated Water Resource Management Plan.
Mr. Eberhart presented information on the Manastash Ridge Trail in the area of the South Branch. Updated estimates have been received on the cost of piping a section of the South Branch near the trail. Discussions are continuing between the KRD, Kittitas County and the Washington State Department of Fish and Wildlife on potential sources of funding for the purchase of pipe for this project. Also a request has been received by the KRD from an individual asking for permission for a large group to use a portion of the South Branch maintenance road for an event on Memorial Day weekend. The Bureau has asked that this recreational permit application be submitted by the applicant to the Bureau for review.
Mr. Eberhart presented information on meetings in Olympia regarding the Yakima Basin Integrated Water Resource Management Plan.
Mr. Eberhart apprised the Board that he attended the first meeting of the Columbia Basin Partnership Program advisory group that has been convened through the West Coast Region of the National Marine Fisheries Service.
With a motion made by Director Bland and a second made by Director Schnebly travel for the Secretary Manager to Portland in January and Washington D.C. in March was approved as presented. The Motion passed.
Mr. Eberhart presented information on funding approval for the changes in the South Branch Canal Lining design.
Mr. Eberhart reported the approval of funding in the amount of $50,000.00 to conduct an initial Water Storage Study that will identify new storage sites in the vicinity of the KRD. Two proposals were received for the Storage Study. Jacobs Engineering was determined to be the most qualified out of the two for this study. A motion was made by Director Schnebly and a second made by Director Bland that Jacobs Engineering be selected to conduct the Storage Study. The motion passed.
Mr. Eberhart reported to the Board that the Kittitas County Water Purveyors have approved a $1.50 per hour increase in wages for Kathleen Satnik. He requested the Kittitas Reclamation District approve the increase effective January 1, 2017. A motion to approve the increase was made by Director Bland and a second was made by Director Schnebly. The motion passed.
Mr. Slothower apprised the Board all accounts meeting the foreclosure criteria have been collected.
Moving to New Business the Family Farm Alliance Dues in the amount of $4.163.46, Yakima River Defense Coalition Dues in the amount of $32,638.10, Yakima Basin Joint Board Dues in the amount of $40,000.00, WSWRA Irrigation District Dues in the amount of $22,000.00 and WSWRA Legislative Contribution in the amount of $ 5,948.40 were presented for approval. A motion was made by Director Weaver and a second was made by Director Bland to approve the request as presented. The motion passed.
A Certificate of Records Destruction was presented for review and approval. A motion made by Director Weaver and a second made by Director Schnebly to approve the Certificate of Records Destruction as presented. The motion passed.
Mr. Eberhart presented information on updating the Public Record Disclosure Policy for review and discussion. Discussion followed with the recommendation it be placed on the March Agenda.
The Board adjourned to Executive Session at 10:50 a.m. for 15 minutes Per RCW 42.30.110(1)(i):(i) with a motion made by Director Weaver and the second made by Director Schnebly. The motion passed. The Board returned to Regular Session at 11:05 a.m. with a motion made by Director Weaver and the second made by Director Schnebly. The motion passed.
Summary Vouchers for the December 2016 expenses and the January 2017 payroll that included check numbers 40838 through 40910 and Direct Deposit numbers 9901042 through 9901054 in the sum of $840,300.36 were approved with a motion made by Director Bland and the second made by Director Weaver. The motion passed.
The Directors monthly payroll vouchers were presented for signatures and checks distributed accordingly.
All Business having been concluded the meeting adjourned.
