Minutes of Regular Meeting

February 1, 2000

The Board of Directors of the Kittitas Reclamation District met in Regular Session on Tuesday, February 1, 2000. Directors in attendance were Chairman Jim Schnebly, Vice Chairman Larry Bland, Paul Weaver, Ed Wakkuri and Urban Eberhart. Also in attendance were Jack Carpenter, Barbara Pettit, Paul Harrel, Ben George, Janeice Jump and Legal Counsel John Gilreath.

A motion from Larry Bland and seconded by Urban Eberhart approved the agenda with the addition of an Executive Session. The motion passed unanimously.

Mr. Carpenter presented a letter from the Kittitas County Commissioners appointing Ed Wakkuri to the Kittitas County Board of Directors filling the Upper County position vacancy created by John Scott’s resignation. Ed Wakkuri then executed his Oath of Office and Bond.

Moving to Old Business the minutes of the January 4, 2000 meeting were approved as amended by a motion from Ed Wakkuri and seconded by Larry Bland. The motion passed unanimously.

Moving to staff meeting review Mr. Carpenter apprised the Board Jim Schnebly and Urban Eberhart participated in the Kittitas County Commissioners Hearing regarding the Water Conservancy Board on January 4th. January 6th KRD crews attended spray school in Sunnyside. January 11th Mr. Carpenter, Jim Schnebly and Urban Eberhart participated in the KCWP water quality application review workshop. January 13th Mr. Carpenter presented the KRD weed program for 2000 at the Kittitas County Weed Board. Mr. Carpenter also participated in a Yakima Pressure Tunnel Access conference call. January 18th Mr. Carpenter met with Ed Wakkuri regarding the KRD Board position. January 18th Barbara Pettit attended a H20 Water Management Solutions presentation at the Yakima USBR office. January 19th Mr. Carpenter participated in the WSWRA meeting in Pasco. January 21st Mr. Carpenter, Urban Eberhart and Jim Schnebly participated in the KCWP water quality staff position interviews. January 22nd Mr. Carpenter presented information on ESA/AFW, KCWP and Lake Keechelus at the Westside Ditch Co. general landowner meeting. January 24th Mr. Carpenter attended the Kittitas Reclamation District’s mediation pre-meeting in Yakima. January 26th Mr. Carpenter participated in the Ellensburg Chamber of Commerce Legislative tour to Olympia. Also on the 26th Jim Schnebly, Urban Eberhart and Pat Monk attended the National Marine Fisheries Service 4-D Rules presentation at the Yakima County Courthouse. January 27th Mr. Carpenter attended the Tri-County Board Meeting. Also on the 27th Mr. Carpenter, Jim Schnebly and Urban Eberhart attended the Kittitas County Water Purveyors meeting. January 28th Mr. Carpenter attended the Joint Board meeting in Yakima.

Mr. Carpenter distributed information from Pat Monk on ESA Issues explaining Pat is unable to be here due to a skiing accident. Discussion followed with Mr. Carpenter explaining Pat will need additional information from individual irrigation districts and guidance in writing the USBR Biological Assessment regarding the ESA Issues. Paul Weaver entered the meeting at this time.

Moving to KCWP update Mr. Carpenter presented Inter Local Agreements from Ellensburg Water Company and Olsen Ditch for signatures. Mr. Carpenter apprised the Board Carol Ready has been hired for the water quality position and will begin work in late February.

Urban Eberhart presented updated information on selection process for an Executive Director for the Tri-County Water Resources Agency explaining they are pleased with the consultant and the selection process is continuing with no decision at this time. Jim Schnebly explained the Tri-County Planning Committee would like to see more participation.

Moving to relinquishment Mr. Carpenter suggested discussion continue in Executive Session.

The 2000 Union Wage Agreement was presented for signatures.

Mr. Carpenter presented updated information on the Agriculture Fish Water process explaining meeting dates have been set for the work group and executive committee meetings.

Moving to New Business Mr. Carpenter presented a crossing permit from Steve and Bobbi Johnson Sec. 3 Twn. 17 Rng. 20 for a single family access via the KRD North Branch O & M road. A motion from Paul Weaver and seconded by Larry Bland approved the crossing permit as presented. The motion passed unanimously.

Mr. Carpenter presented a crossing permit for Jerry Marchel Sec. 3 Twn. 17 Rng. 20 to install a culvert to cross lateral NB 27.5. A motion from Paul Weaver and seconded by Larry Bland approved the permit as presented. The motion passed unanimously.

Mr. Carpenter presented a crossing permit for Wayne and Patricia Erickson Sec. 1 Twn. 17 Rng. 17 on lateral SB 12.8 for a lawn and garden tractor sized bridge. A motion from Larry Bland and seconded by Urban Eberhart approved the permit as presented. The motion passed unanimously.

The 2000 Yakima Basin Joint Board Assessment in the sum of $15,000.00 was presented for approval. A motion from Urban Eberhart and seconded by Larry Bland approved the 2000 Yakima Basin Joint Board Assessment in the sum of

$15,000.00. The motion passed unanimously.

Mr. Carpenter distributed the Wippel Pumping Plant Penstock Intake screen estimates and requested further guidance regarding pursuing the installation of the screen. It was the consensus to follow up on the proposed project and report back to the Board.

Mr. Carpenter apprised the Board a 6-month Certificate of Deposit at Sterling Savings will mature on February 14th and requested guidance regarding reinvestment. Mrs. Pettit presented investment rates for February 1st. Discussion followed with the recommendation Mrs. Pettit request current rates on February 14th for 30 days to 6 months and Mr. Carpenter will contact the Board with current information.

Moving to Other Business Mr. Carpenter distributed the Cascade Irrigation District newsletter. Mr. Carpenter apprised the Board of the new KRD Website and Email address.

The Board adjourned to Executive Session at 2:30 p.m. for 20 minutes to discuss Legal Issues with a motion from Paul Weaver and seconded by Larry Bland. The motion passed unanimously. Chairman Jim Schnebly announced a 10-minute extension at 2:50 p.m. The Board returned to Regular Session at 3:00 p.m. with a motion from Paul Weaver and seconded by Ed Wakkuri. The motion passed unanimously.

Summary Vouchers for the month of December,1999 expenses, Vouchers # 17262 & 17296-17391 in the sum of $312,028.56 were presented for approval. A motion from Urban Eberhart and seconded by Paul Weaver approved the Summary Vouchers as presented. The motion passed unanimously.

The Directors monthly Payroll Vouchers were presented for signatures and checks distributed accordingly.

All Business having concluded the meeting adjourned.
