Minutes of Special Meeting
December 18, 2012
The Board of Directors of the Kittitas Reclamation District met in Special Session December 18, 2012. Directors in attendance were Chairman Ed Wakkuri, Paul Weaver, Urban Eberhart, Larry Bland, and Fred Schnebly. Also in attendance were Barbara Pettit, Kevin Eslinger and Ken Hasbrouck.
The 2013-2015 Collective Bargaining Agreement was presented for approval. A motion from Larry Bland and seconded by Paul Weaver approved the 2013-2015 Collective Bargaining Agreement as presented. The motion passed unanimously.
Moving to Non Union wages a motion from Paul Weaver and seconded by Fred Schnebly authorized a 2% increase in wages for 2013, increasing the 15 year vacation accrual to .084, $.05 per hour increase in longevity and the 100% of the monthly medical premiums paid by KRD in 2013 for Ken Hasbrouck, Roger Satnik, Marty Haberman, Barbara Pettit, Keli Bender and Tina Webster. A $700.00 per month increase in wages for 2013, increasing the 15 year vacation accrual to .084, $.05 per hour increase in longevity and 100% of the monthly medical premiums paid by KRD in 2013 was approved for Kevin Eslinger. A $1.00 per hour increase in wages, increasing the 15 year vacation accrual to .084 and 100% of the monthly medical premiums paid in 2013 was approved for Kathleen Satnik. The motion passed unanimously.
Ken Hasbrouck requested approval for Keli Bender, Barbara Pettit and Marty Haberman to carry over annual leave hours in excess of 160 hours. It was the consensus of the Board the request be approved.
A motion from Fred Schnebly and seconded by Larry Bland approved the 2013 O
& M Budget in the sum of $3,059,688.47 and the USBR Construction Debt Retirement
in the sum of $112,000.00 for a total of $3,171,688.47 with interest from the
USBR Emergency Fund, RR & HWY, Pipeline, O & M, Army #1, #2 and #3 investments
used for 2013 operation and maintenance and $165,000.00 used from the Special
Project Investment Account. The difference remaining will be taken from the
O & M Short Term Investment. The motion passed unanimously.
A motion from Paul Weaver and seconded by Larry Bland approved the 2013 assessment rate with a $6.00 per acre increase and a distribution of 4% to Construction Debt Retirement and 96% to Operation and Maintenance. The motion passed unanimously.
All Business having been concluded the meeting adjourned.
