Minutes of Special Meeting
December 16, 2014

The Board of Directors of the Kittitas Reclamation District met in Special Session December 16, 2014. Directors in attendance were Chairman Larry Bland, Vice Chairman Ed Wakkuri, Paul Weaver, Fred Schnebly, and Urban Eberhart. Also in attendance were Barbara Pettit, Ken Hasbrouck and Kevin Eslinger.


The 2015 Budget Proposal was presented for review and discussion. Lengthy discussion followed with a motion from Ed Wakkuri and seconded by Paul Weaver approving the 2015 O & M Budget in the sum of $3,058,690.81 and the USBR Construction Debt Retirement in the sum of $111,000.00 for a total of $3,169,690.81. KRD will fund the balance with interest from the USBR Emergency Fund, RR & HWY, Pipeline, O & M, Army #1, #2 and #3 investments and the O & M and Construction Debt Retirement Short Term Investments. The motion passed unanimously.


A motion from Paul Weaver and seconded by Ed Wakkuri approved the 2015 assessment rate with a $1.00 per acre increase and a distribution of 3.5% to Construction Debt Retirement and 96.5% to Operation and Maintenance. The motion passed unanimously

Ken Hasbrouck apprised the Board the CPI information setting the 2015 COLA indicates 2.3% explaining a letter will be submitted to the Union.

Moving to Non Union wages a motion from Larry Bland and seconded by Ed Wakkuri authorized a 2.3% increase in wages beginning January 1, 2015 for Roger Satnik, Marty Haberman, and Ken Hasbrouck; increase of $150.00 per month for Barbara Pettit, Keli Bender and Tina Webster and increase of $299.33 per month for Kevin Eslinger The motion passed unanimously.

Ken Hasbrouck requested approval for carry over of annual leave hours in excess of 160 hours for Keli Bender. It was the consensus the request be approved as presented with the stipulation it be in compliance with the current policy.
