Minutes of Special Meeting
December 16, 2003

The Board of Directors of the Kittitas Reclamation District met in Special Session December 16, 2003. Directors in attendance were Chairman Brad Haberman, Vice Chairman Urban Eberhart, Jim Schnebly, Ed Wakkuri and Larry Bland. Also in attendance were Jack Carpenter, Barbara Pettit, Keli Bender, Tina Webster and Roger Satnik.

Jack Carpenter distributed the 2004 Budget Proposal and a comparative of 2003 actual costs through November, 2003 to 2003 budgeted. The Board reviewed and discussed each 2004 expense category.

Barbara Pettit presented a financial report of 2003 revenues and expenses and the 2004 projected financial status report. Discussion followed with the consensus the 2004 Budget be placed on the December 18^th Special Meeting agenda for further review and discussion.

The January 2004 DOE Drought Payment in the sum of $14,244.73 was presented for approval. A motion from Urban Eberhart and seconded by Larry Bland approved the 2004 DOE Drought Payment as presented. The motion passed unanimously.

All Business having concluded the meeting adjourned.
