Kittitas Reclamation District Board of Directors Special Meeting

October 26, 2016 Minutes

The Board of Directors of the Kittitas Reclamation District met in Special Session on October 26, 2016. Attending the meeting were Division Number Three Director and Chairman Fred Schnebly, Division Number Four Director Larry Bland, Division Number Two Director Ed Wakkuri, Secretary Manager Urban Eberhart, Legal Counsel Jeff Slothower, Assistant Manager Kevin Eslinger, Office Manager & Treasurer Barbara Pettit, Field Supervisor & Water Master Bob Main and KRD GIS IT & Water Quality Specialist Roger Satnik.

The Agenda was approved through a motion made by Director Wakkuri and the second made by Director Bland. The motion passed unanimously.

The purpose of the Special Board Meeting was for considering and the awarding of Phase I of the North Branch Canal Lining Construction Contract.

Mr. Eberhart apprised the Board that one bid was received for $958,550.00. The bid was from Belsaas and Smith. Chuck Purnell, Engineer from Tetra Tech, was present for the bid opening and reviewed the bid for complying with submittal requirements.

Mr. Eberhart presented information on the funding source for the Phase I Lining of the North Branch Canal explaining grant funding is available for $879,411.00 and suggested utilizing the 2016 engineering budgeted funds for the remaining balance of $79,139.00.  Discussion followed with the consensus grant funds and the 2016 engineering budgeted funds to be used for the Phase I Lining of the North Branch Canal.

A motion made by Director Wakkuri and a second made by Director Bland accepted the bid from Belsaas and Smith and authorized Secretary Manager Eberhart to sign the construction contract. The motion passed unanimously.
