Board of Directors Meeting
October 16, 2017 Minutes
The Board of Directors of
the Kittitas Reclamation District (KRD) met in Special Session on October 16,
2017 at 8:30 a.m. Attending the meeting were Division One Director and Chairman
Mark Hansen, Division Four Director and Vice Chairman Larry Bland, Division
Three Director Fred Schnebly, and Division Two Director Ed Wakkuri, Division
Five Director Paul Weaver, Secretary Manager Urban Eberhart, Assistant Manager
Kevin Eslinger, Field Supervisor Bob Main, Treasurer Stacy Berg, and Legal
Counsel Jeff Slothower.
The agenda was approved and
a motion was made by Director Schnebly and the second was made by Director
Weaver. The motion passed unanimously.
Mr. Eberhart reported that
Kittitas Reclamation District (KRD) received 11 bids on the North Branch Lining
Phase IIA Project. On the detail sheet provided, Tetra-Tech Engineer Chuck
Purnell listed each company and an itemized list of job duties that accumulated
the total amounts for the bids. Kiewit Construction had the highest bid and
Reclaim Company submitted the lowest bid. Belsaas and Smith made note that they
were concerned about the weather and stated their bid was high due to the
possibility of overtime in the instance of winter weather delays.
A discussion then ensued
regarding the Reclaim Company. The company has recently been doing jobs for the
Forest Service on roads and seems to have a good handle on the Washington State
Department of Transportation Standard Specifications for Road, Bridge and
Municipal Construction 2016 Book. There was a notation that Reclaim Company is
planning to use the Huesker Liner on the project.
Director Weaver asked for
clarification on how the overall process works now that the bids are in.
Discussion followed regarding the process. There was a discussion about the
specific line items on the bids.
Legal Counsel Slothower
advised that there has been some discussion about a gravel pit that a Reclaim
Company subcontractor might use and a competitor is concerned that they may use
it on the North Branch Phase IIA project. The KRD bid requires a certified pit
be used.
Chairman Mark Hansen asked
Mr. Eberhart to review the funding that KRD has coming in for the North Branch
Lining Phase IIA project.
A discussion then ensued
regarding an overview of the construction process. Mr. Main explained the
process in detail.
A motion was made by
Director Bland to authorize, review and sign the contract for $2,559,778.57 for
the North Branch Phase IIA Canal Lining project. A second was made by Director
Wakkuri. The motion passed unanimously.
All business having been
concluded the meeting was adjourned.
