Minutes of Special Meeting
October 12, 2015
The Board of Directors of the Kittitas Reclamation District met in Special
Session at the District Office on October 12, 2015.
Directors in attendance were Chairman Ed Wakkuri , Vice Chairman Fred
Schnebly, Paul Weaver, Mark Hansen
and Larry Bland. Also in attendance
were Urban Eberhart, Legal Counsel Jeff Slothower, Kevin Eslinger, Barbara
Pettit, Bob Main, Roger Satnik, Kathleen Satnik, Keli Bender, Mark Charlton,
Mark Moore and Brian Kuest.
A motion was made by Paul Weaver and a second by Larry Bland to approve the
agenda as presented. The motion
passed unanimously.
Urban Eberhart distributed information on potential drought preparedness
alternatives for review and discussion. Lengthy discussion followed.
The Kachess Drought Relief Pumping Plant proposal was discussed at length.
Updated information was presented
by Urban Eberhart. Urban Eberhart
continued explaining the use of natural gas and acquiring used pumps is
currently being investigated. New
costs will be presented as they become available.

Public comments were presented by Mark Charlton, Mark Moore and Brian Kuest.
The Board adjourned to Executive Session with a motion made by Mark Hansen and a
seconded by Fred Schnebly at 2:20 p.m. for 15 minutes pursuant to RCW
42.30.110(1)(i)(iii) to evaluate the legal risks of a proposed action and such
other business as may be required.
The motion passed unanimously.
A 15 minute extension was announced by Chairman Ed Wakkuri at 2:35 p.m.
An additional 15 minute extension was announced by Chairman Ed Wakkuri at
2:50 p.m. The Board returned to
Regular Session at 3:05 p.m. with a motion made by Paul Weaver and a second from
Fred Schnebly. The motion passed
unanimously.
All Business having been concluded the meeting adjourned.
